How we handle fire damper testing in Tower Hamlets
Under BESA guidance, every fire damper is tested on completion of installation and then at least once a year. For spring-operated types, annual testing is the minimum. Our job is to do the testing and hand you the paperwork that shows it. Common call-outs are for smoke dampers that need testing through their controls and fire dampers that haven’t been tested for over a year, on hospitals and care homes, offices and schools and fusible link fire dampers.
In a smaller place like Tower Hamlets, buildings with fire dampers are more likely to be a school, a surgery, a care home or a hotel than an office block. The duty to keep them working is the same as in a city.
Accreditations are easy to claim and worth checking. We are a BESCA Vent Hygiene Elite member, cleaning to BESA TR19® Grease, and we hold CHAS, SafeContractor and ISO 9001, and we are fully insured.

What fire damper testing looks like in Tower Hamlets
Tower Hamlets is within about 1 mile of the coast. A damper that has corroded can stay open when it should close, which is why coastal sites are worth testing carefully. Food Standards Agency data includes about 11 schools, colleges and universities, about 21 care, childcare and hospital premises and about 8 hotels and guest houses within roughly a mile and a half of the centre of Tower Hamlets. Schools, care settings and hotels are the kind of buildings where fire dampers are commonly found. Kent Fire and Rescue Service covers Tower Hamlets. When a fire safety officer audits a non-domestic building, maintenance of systems like dampers can come up.
For buildings around Dover Priory station with ducted ventilation, any fire dampers need an annual test at least. For schools like Priory Fields School, damper testing is easiest in the holidays, when corridors and ceilings are clear. If you manage a care home or clinic near Tower Hamlets, the testing that a hospital like Royal Victoria Hospital (about within half a mile east) relies on applies to your dampers too.

Keeping the system healthy
To keep the system working properly between visits:
- Update the register when ductwork changes
- Keep damper test reports with the fire safety log
- Don’t let hatches get painted shut or boarded over
- Never wedge or tie a damper open
When we finish, we send a report covering every damper on the visit, with its location and its result. File it with your fire safety log so it’s to hand for assessors and insurers.
Make sure every damper can be reached. Where there’s no hatch, an access panel makes testing possible before the next test.
Fixed quotes for fire damper testing in Tower Hamlets
Before we fix a price, we need to know a few things. We check:
- The times the site is available
- Where the site is and how we reach it
- How easy every part is to reach
- Site rules, permits and inductions
Whatever the type of site, the quote works the same way: how much there is, how we reach it, what state it’s in and when we can work. Ask for a fixed quote and we will explain each part.
What to send for a quote
When you contact us, it’s useful to have:
- Wide pictures of the system and the area around it
- Detail shots of panels, filters and grilles
- Your opening hours and when the area is out of use
- Where the site is and what kind of site it is
To get a fixed quote, phone us on 0345 646 2711 or email us with the site type, your trading hours and a short description of the system. Photos and the last report, if you have one, make the quote quicker. We normally come back within one working day.
What your team can do, and what needs us
Good housekeeping makes our visits easier, not unnecessary. Clean filters and tidy surfaces slow the build-up, but the parts you can’t see still need a specialist at the right interval.
Day-to-day cleaning is something your team can do: wiping canopies, washing grease filters and recording it in a log. What they cannot safely do is clean inside the ductwork, the fan or the risers, and that’s where we come in.

Why it’s worth doing now in Tower Hamlets
Sites in Tower Hamlets tested every year build up a history for each damper, which shows patterns early. If the same damper keeps giving trouble, the record shows it long before it fails outright. A site near Tower Hamlets that has to close at short notice is hard to cover for.
The cost depends on the size of the system, what state it’s in and access to every part of it. We give you a fixed price before work begins, so you know where you stand.

FAQs for Tower Hamlets
Do you test dampers in schools in Tower Hamlets during the holidays?
Yes. Half-terms and the summer break are the natural time for school work. Food Standards Agency records list about 11 schools, colleges and universities with registered kitchens within about a mile and a half of Tower Hamlets. Booking early in the term gives the best choice of holiday dates.
Can you get to a site in Tower Hamlets?
Yes. Villages and rural sites across the South East are part of our work, Tower Hamlets included. Let us know about access, parking and anything unusual about getting there when you book.
What types of premises do you cover?
All kinds of commercial and public premises: kitchens, offices, schools, healthcare, retail, leisure and food production. We fit the work around how the site operates.
Do you survey before quoting?
Yes. We always survey first, either from photos and details you send or on a site visit. Then you get a fixed quote.
Is TR19 a legal requirement?
No. The law sets the duty, and TR19® is the recognised benchmark for meeting it. Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person has to manage fire risk, and without records, many insurers may refuse or reduce a claim.
Are you accredited?
CHAS, SafeContractor, ISO 9001 and BESCA Vent Hygiene Elite membership, cleaning to BESA TR19® Grease. We have been trading since 2009 and we’re fully insured.
Who is the responsible person?
The Fire Safety Order 2005 calls them the responsible person: normally the employer or whoever controls the premises. In shared or managed buildings, a landlord, facilities manager or managing agent can share the duty.
What is TR19?
TR19® is the BESA specification for keeping ventilation systems clean. TR19® Grease, a standalone specification since 2019, covers grease in kitchen extract systems, and TR19® Air covers general supply and extract systems.
The process
Your staff do not need to do much on the day. Someone lets us in at the agreed time and shows us where everything is, and the rest is down to us. Before we leave, the area is tidied and the paperwork follows. Because the survey comes first, a visit to Tower Hamlets can normally be finished without a second trip.
- We plan access and timing with you first, including any out-of-hours work.
- Ceiling tiles and hatches are opened and each damper’s access panel removed.
- The blade is released and watched to make sure it closes fully.
- The damper is reset and its condition noted.
- Panels and tiles go back, and the results are written up.
Getting ready for the visit
- Mention any sign-in, permit or induction we need
- Tell us about access, such as roof hatches, plant rooms, ceilings or locked areas
- Find the previous report, if there is one
Getting a quote
Photos are enough for some jobs, while others need a look on site. Big or complicated sites, and systems that are hard to see in photos, get a survey first. Either way, the quote is fixed before any work is booked.

How the job changes from site to site
Ceiling voids and risers
Where ductwork runs up through a building, there are often dampers at every floor. Testing goes floor by floor so each one is accounted for.
Smoke dampers
A smoke damper is opened and closed by a motor, not a link. Testing means operating them from the controls to confirm the blade moves all the way.
What a clean will not put right
In fairness, there are a few things this work won’t fix:
- Missing dampers that a designer needs to specify
- Sign-off of the whole building’s fire safety
- Designing the building’s fire compartments
If in doubt, call us on 0345 646 2711, or email photos and we’ll say what we think.
